F. Phil Cartagena
F. Phil Cartagena, Jr. is a well-rounded expert with over 20 years of experience in program management, business process redesign, and custom and package technology implementations. Currently a Sr. Project Manager at Partners Healthcare System, Inc. (PHS) assisting with EPIC delivery for the Partners eCare PMO, Mr. Cartagena has advised healthcare and other organizations on PMO setup, governance implementation, and the efficient management of their portfolios. Earlier as a program manager and terminologist at PHS, he led an ICD-10 effort for the Enterprise Clinical Informatics & Infrastructure Services group.

Phil has a BA in computer science from Harvard University, an MBA from Columbia Business School, and certifications from PMI, HL7 and HIMSS. He is also an adjunct Professor at Boston University and Eastern Nazarene College, and is a HIMSS Reviewer for the 2017 conference.

Gregory Paul
VP Professional Development
I started my PI service as AVP of Events. Our team of dedicated volunteers planed and hosted chapter meetings, socials and PD Days. We started a new format called " Express Meeting" and expanded socials in new cities and added a theme to PD Days. so we could have some fun while we learn.

While AVP Events, I attended the PMI LIM conference and talked with PMI leaders from other chapters. all over the country. I learned of new types of events that fit members needs by offering a variety in topics within busy schedules.,

As your VP of Professional Development, I want to grow our curriculum to provide the education and discussions that you need for advancement. I believe that this is our PMI and want to develop curriculum based on feedback from the 20/20 program I am open to new venues and new content within Project management to align with your 20/20 feedback. I want to highlight achievements in certifications and grow the mentoring program to help those new to the PM role or seeking PMP certification.

I'm currently a Project Manager - doing security, telehealth, and process improvement projects - at Partners HealthCare - working from our new facility at Assembly Row.

Certified as a Project Management Professional, a Certified Scrum Master, with an ITIL foundation, I've a healthcare IT - CPHIMS - and security certifications - GISP - to round out my BS in Architecture from Northeastern University and an ALM in Management from Harvard University. A lifelong learner, I'm currently enrolled in a CyberSecurity certificate program at Harvard University and studying for the CISSP exam.

Valdery Moura Junior
Executive Vice President (EVP)
Valdery is a project management professional with over 20 years of experience in the areas of IT & Telecom, software development, data center operations, PMO management, data analytics and service management. He has extensive experience in leadership positions leading both direct reports and cross-functional teams; managing multiple services and projects; managing multimillion budget; and interfacing with C-level executives. His major is Computer Science, he holds an MBA with concentration in Strategic Administration of Information Systems and a Master degree in Computer Sciences. Additionally, he holds the MIT Sloan's Executive Certificate in Management & Leadership; is alumnus of the PMI Leadership Institute Master Class 2010 and is currently pursuing his PhD in Management. His research is focused in understanding how data analytics can help to improve healthcare outcomes and quality while reducing costs.

He has been involved with PMI since 2004. During this time, he had the opportunity to serve in several different leadership roles, including board positions with Distrito Federal Chapter (PMI-DF, Brazil); PMI Information Systems Community of Practice (PMI IS CoP); PMI GovSIG and PMI IT&Telecom SIG. Additionally, he has served for three years as an advisor with the PMI Communities of Practice Member Advisory Group (CoP MAG). This group provided recommendations related to the Communities of Practice program, including the establishment of strategies, governance framework, processes, and metrics that were used by 200+ CoP Leaders from 30+ Community of Practices. We created a business case to consolidate all CoPs into a unique knowledge management portal – ProjectManagement.com.

He works at the Massachusetts General Hospital’s Clinical Data Animation Center since 2013. There, he leads projects that uses new computational techniques that are employed to acquire, convert, analyze and store large amounts of neurophysiological data and medical records. He is interested in creating “Big Data” solutions in healthcare informatics and research that will save time and costs, improve efficiency, and lead to better health for patients.

Valdery holds the following credentials: PgMP, PMP (2005), PMI-RMP, CSM, PMO-CP, ITIL Practitioner SLM/SLA, MS Project Orange Belt and Cobit Foundation.
William Wagner
VP Technology
Will has over 15 years experience as a project manager working in technical fields - including hardware, software, websites and print-on-demand. He has managed teams across multiple industries and serves on the board of several NPOs. In addition to certifications and licenses in a variety of other fields he got his PMP certification in 2012. He received his scrum master certification in 2017 and his SAFe agile trainer certification in 2018.

He currently volunteers his time to serve as VP of Technology for the PMI MassBay Chapter and Webmaster for the PMI MassBay Chapter website as well as the VP of SImple Machines, an Open Source forum software company.
